I can’t believe it. You wrote again? How? I mean I thought you took a complete hiatus from your work on banks and cards. And when I saw RSS delivery of this article, it just amazed me.
I don’t know but keep up the good work!
    Best luck

Hey there, I have a SBI VISA card. I’m unable to activate 3D secure service for the card. It says – “Authentication could not be performed. Try again later.” It’s a new card, I had a Maestro card before. What to do ?

    • @PrIyAnGsHu: That is a new kind of error. Never seen it. Did bank connected your ATM card to account? Did you performed your first transaction at ATM? Without that nothing will work. If you already have; then try to register ATM card with mobile number at ATM. There is a link for registration on ATM screen (in other options I think). Let me know.

    Hi Mrinal,

Has RBI recently changed some laws regarding international payments? Because I have SBI ATM cum Debit card (Mastercard) , and I cannot load the money into entropay. Transaction declined everytime (am able to reach the process of 3d secure code, but doesn’t work after that). I want to use it for shopping from amazon.com. Many users have been facing this problem recently.

Should I seek a new international debit card, or seek a different bank like AXIS for directly buying from amazon (IIRC axis debit cards don’t require CVV? Any debit card that will work with amazon.com directly?

If you read here, many banks have put up notices like this recently:

    “Dear Cardholder,

In terms of RBI guidelines, all PNB credit cards are now valid for domestic usage only. To have international usage on your card, you may submit your request separately as under:

“Kindly enable my credit card for international usage. I/We undertake that the transactions under this card shall be strictly in conformity with the RBI guidelines or rules framed under FEMA, 1999 or any other law being in force in India and/or any other country/State/Continent/territory wherever located in the World at the time of usage of the card. For any violations, I/we shall be directly and personally liable to appropriate authorities.” ”
    http://www.pnbcard.in

I am also in the process of talking to customer care but hasn’t been of much help so far. Will update if I get an answer.

    • Mrinal Buddekar says:

      Hi Ashish,

RBI regulation has changed many things. SBI implemented those rigidly and now the transactions hardly go through. People who earlier got it to work are also are now reporting errors. Any international debit card which is enabled for foreign transactions can be used for international transactions.

You can put an application form at PNB branch by asking them to enable it on your card. This can’t be done by customer care or online. There are some norms and security things due to which you need to visit bank for such works.

      Regards.

P.S: FEMA 1999 prohibits the use of international cards for Forex.

  10. Ashish says:

Thanks a lot for the fast reply. Pardon my ignorance and paranoia, but forex= foreign exchange right? Nothing to do with online shopping on international sites or anything, correct?

I was able to get them to enable international transactions via email only today, through my registered email. They say they have activated it, but it still doesn’t work. Maybe it will take some time. Thanks again.

    • Mrinal Buddekar says:

Yeah. Forex is foreign exchange. It is not allowed for individual resident of India – not yet. Everything else like international shopping and sites are allowed.
It will take around 72 hours to get settled. Also, remember that not all international sites accepts debit card. In fact there are very few. Abroad it is common thing to have and use credit card like we have debit one.
I hope this info will help.
